Qualifications

• Specialized experience in strategic human capital and workforce readiness plans for military/defense contexts.
• Experience integrating HR requirements, personnel accountability, and emergency staffing into operational plans.
• Evaluating and establishing joint-level manpower policies and multi-service agreements with Combatant Commands and Joint Staff.

Responsibilities

• Serves as the Agency’s subject matter expert for contingency workforce planning and personnel readiness.
• Incorporates DoD-level human capital plans into operational readiness frameworks and workforce shaping.
• Analyzes and aligns contingency operations workforce requirements with enterprise planning.
• Develops DLA-wide HR guidance and policies in collaboration with internal and external stakeholders.
