Job summary

Qualifications

• Bachelor's degree in Business, Finance, IT Management, Public Administration, or related field.
• 5+ years of experience in IT portfolio management, federal IT investment analysis, or CPIC support.
• Knowledge of OMB Circular A-11, FITARA, and CPIC requirements.
• Experience with IT budgeting, investment reporting, and federal financial management systems.
• Strong analytical skills with the ability to translate complex data into actionable insights.
• Excellent communication, stakeholder engagement, and presentation skills.
• Proficiency in tools such as Excel, Power BI, Tableau, or other portfolio management systems.

Responsibilities

• Support planning, execution, and oversight of IT portfolios in alignment with federal requirements.
• Conduct portfolio analyses, evaluating cost, schedule, performance, and risk of IT investments.
• Assist in CPIC process development including Exhibit 53/300 submissions.
• Track FITARA scorecard performance and align investments with statutory requirements.
• Provide analytical support for IT budget formulation, execution, and reporting.
• Develop dashboards, reports, and presentations for agency leadership, OMB, and congressional stakeholders.
• Collaborate with program managers, acquisition teams, and IT leadership to ensure investments align with mission and strategic objectives.
