Qualifications

• Bachelor’s degree in Finance, Accounting, Public Administration, or related field.
• 5+ years of federal capital planning, budget formulation, and financial management.
• Strong knowledge of CPIC, federal budget processes, OMB requirements, and financial reporting standards.
• Proficiency in financial analysis, cost-benefit modeling, and budget execution tracking.
• Experience preparing business cases, investment analyses, and executive-level briefings.
• Strong analytical, problem-solving, and organizational skills.
• Excellent written and verbal communication skills.
• Ability to work collaboratively with multiple stakeholders and coordinate cross-functional financial activities.

Responsibilities

• Develop, implement, and manage CPIC processes and IT Dashboard submissions.
• Perform budget formulation and execution for federal IT and operational investments.
• Conduct financial analysis, cost-benefit studies, trade-off evaluations, and risk assessments.
• Track, reconcile, and report on budget execution, obligations, expenditures, and financial performance.
• Prepare business cases, briefing materials, and financial reports for leadership and oversight bodies.
• Monitor financial trends to identify opportunities for cost savings and efficiency improvements.
• Collaborate with program offices, acquisition teams, and federal stakeholders for investment planning.
• Maintain documentation of capital planning decisions, approvals, and compliance activities.
• Support audit readiness and ensure compliance with federal financial management policies.
