Job summary

The Virginia Department of Environmental Quality seeks a Director of Information Services to provide strategic direction and oversight of IT resources by developing, maintaining, and implementing the agency IT Strategic Plan; overseeing system development, acquisition, and maintenance efforts; and aligning resources and assets across DEQ operations to meet the agency mission and strategic goals.

Qualifications

• Develop and implement strategic technology initiatives that align with organizational goals.
• Experience in application development, maintenance, and implementation; systems and database analysis, design and integration; project management; and IT strategic planning.
• Proven ability to supervise, motivate, and challenge staff to meet and exceed expectations.

Responsibilities

• Develop, maintain, and implement the IT Strategic Plan with stakeholders to address current and future business needs.
• Lead execution of tasks and schedules to meet IT Strategic Plan objectives and metrics.
• Ensure the IT environment evolves to align with DEQ and Commonwealth goals and plans.
• Recommend innovative technology solutions and collaborate with other state technology leaders.
• Align unit plans with annual technology, strategic, and enterprise architectural plans.
• Evaluate and document internal processes; communicate them to staff.
• Set performance measures and strategic goals for teams and individuals.
• Oversee procurement, development, and support of applications to meet agency needs.
• Maintain minimal system downtime through proactive maintenance and support.
• Provide oversight of OIS functions: dev/ops, DB/integrations, analytics & GIS, asset management, portfolio management.
• Follow IT security standards and balance security with business priorities.
• Develop training plans to ensure staff are trained and resourced to meet objectives.
• Provide strategic leadership and day-to-day support for the OIS.
