Job summary

County of Cook - Niles Park District is seeking a Human Resources Manager to plan, administer, and supervise HR and risk management across the District. You will lead recruitment, benefits, payroll, policy development, training, and compliance with federal and state laws while maintaining confidentiality.

The role partners with the Executive Director to advise on employment matters, administer compensation, and manage employee relations, risk, and safety programs.

Qualifications

• Bachelor's degree in HR, business, public administration, or related field.
• Minimum five years of progressively responsible HR experience.
• Experience in public sector or park district operations preferred.
• Experience with HRIS and payroll software (Paylocity preferred).

Responsibilities

• Administer and oversee all HR and risk management functions for the District.
• Lead recruitment for full-time, part-time, and seasonal roles.
• Administer compensation, benefits, and payroll programs.
• Advise on employee relations, performance management, and training.
• Coordinate compliance with federal/state employment laws and risk management.
