Job summary

The State of Connecticut Department of Mental Health and Addiction Services (DMHAS) is seeking an Associate Health Care Analyst in Hartford, CT. This role analyzes complex financial data, oversees budgeting and rate setting, and evaluates expenditures within behavioral health programs.

Specialists review general assistance authorizations and may develop cost-based rate proposals, ensuring compliance with state statutes and agency regulations. A drug screen is required after offer.

Qualifications

• Seven (7) years of professional experience in financial management with some experience in health care management.
• College training substituted with hours/degree for experience as per policy.
• Experience with cost-based rate proposals and financial reporting is preferred.
• Experience interpreting laws, statutes and regulations related to health care.
• Experience with analytical reporting and data interpretation using databases.

Responsibilities

• Analyze complex financial, statistical, and technical data.
• Manage financial administration: budgeting, auditing, accounting.
• Review expenditures, rate setting, and revenue issues in behavioral health programs.
• Prepare complex financial, narrative and statistical reports.
• Conduct research for special projects and provide staff training.
