Job summary

The City of Eugene seeks an experienced Intergovernmental Relations Officer to lead lobby efforts and coordinate legislative actions with state and federal officials. You will guide policy priorities, analyze complex issues, and support City leadership and Council in making informed decisions.

The role requires strong relationship-building, analytical capabilities, and the ability to manage multiple priorities during legislative sessions in Salem and at the City Hall campus.

Qualifications

• Five years of experience in public administration and legislative research.
• Experience in governmental relations or government program management.
• Supervisory or program management responsibility (2+ years).
• Bachelor’s degree in public administration, political science, or related field; MBA/MPA preferred.

Responsibilities

• Directs intergovernmental relations activities, including state and federal lobbying.
• Develops goals and policies for legislative actions.
• Represents City with state legislature and coordinates responses.
• Monitors legislation and advises City leadership.
• Prepares reports and presents data to City Council.
• Leads and supports projects and negotiates with stakeholders.
