Job summary

Parsons is seeking a GMP and Risk Analyst to join our Owner’s Advisor team supporting the METC Recapitalization at JBSA Fort Sam Houston. This role focuses on independent cost management and risk analysis across design-build pricing and GMP development.

You will develop benchmark estimates, review GMP submissions, and identify contingencies, escalation, and commercial risks while coordinating with government and industry partners to safeguard the government’s interests.

Qualifications

• Bachelor's degree in a related discipline.
• 10+ years of estimating or cost-control experience.
• Experience developing or independently reviewing GMPs and open-book pricing.
• Ability to challenge contractor assumptions and communicate findings to senior leadership.

Responsibilities

• Acts as independent cost-management resource for the METC program.
• Validate design-builder pricing, GMP development, contingency, escalation, and change exposure.
• Develop and maintain independent cost estimates and benchmarks.
• Perform detailed open-book reviews of GMP submissions and bids.
• Evaluate cost chains from factory to site to identify gaps or duplication.
• Assess risks and ensure contingencies are properly quantified and retired.
