Job summary

City of San Marcos, Texas seeks a GIS Manager to provide strategic leadership for the enterprise GIS, guiding data management and governance while driving initiatives across departments to improve transparency and data-driven decision making.

The role requires a bachelor’s degree in GIS or related field, 7+ years of enterprise GIS experience, 3+ years of supervision, ITIL certification, and the ability to pass FBI background checks. Lead a high-performing team advancing citywide data initiatives.

Qualifications

• Bachelor’s degree in GIS, Geography, Computer Science, Data Science, Engineering, or a related field.
• Seven (7) years of progressively responsible experience with enterprise GIS design, implementation, administration, and project management.
• Three (3) years of supervisory experience.
• Ability to pass FBI criminal background screening and meet criminal justice information security standards.
• ITIL Foundation certification (or ability to obtain within one year).
• Must be able to pass FBI criminal background fingerprint check and comply with CJIS requirements.

Responsibilities

• Provides long-term strategic direction for the City’s enterprise GIS and data programs.
• Oversees enterprise GIS architecture and data platforms for reliability, security, scalability, and accessibility.
• Leads complex, multi-department initiatives with formal project management practices.
• Coordinates cross-functional teams, consultants, and contracts; ensures accountability for deliverables.
• Supervises GIS and data staff and fosters a collaborative, high-performing team.
• Applies advanced GIS technologies and data architecture to support strategic decisions.
