Job summary

Cities & Villages Mutual Insurance Company seeks a Chief Legal Officer to provide strategic legal guidance on insurance operations, governance, and regulatory compliance, coordinating outside counsel. This role advises on municipal governance and risk-sharing among public entities.

Under the CEO, the CLO will lead legal strategy, ensure policy alignment with risk tolerance, and train leaders and staff on governance and risk management across CVMIC's pooled insurance framework.

Qualifications

• Juris Doctor degree from ABA-accredited law school.
• Admitted to practice in Wisconsin or able to obtain admission.
• 10+ years progressive legal experience, in-house government/public entity experience preferred.
• Strong experience advising on municipal governance, risk management, and public-sector governance.
• Proven ability to guide executive leadership and boards on complex legal matters.

Responsibilities

• Serve as Chief Legal Officer and strategic advisor on legal, regulatory, and governance matters for CVMIC and intergovernmental pooling.
• Oversee outside counsel, including strategy, resource allocation, and integration of opinions into decisions.
• Ensure compliance with Wisconsin mutual insurance law and related regulations; monitor developments and adjust policies.
• Provide guidance on member participation agreements, governance, and municipal legal issues.
• Collaborate with claims and outside counsel on complex or high-exposure claims and coverage interpretation.
• Oversee drafting and revision of policies, agreements, reinsurance, and vendor contracts.
• Design and monitor internal compliance frameworks (ethics, conflicts of interest, records governance).
• Advise leadership on employment law, workplace investigations, and executive-level matters.
