Qualifications

• Experience as a finance business partner in a public-sector or local authority environment.
• Proven ability in budgeting, forecasting and financial modelling.
• Experience with grants, funding streams and financial governance.

Responsibilities

• Design and embed a new financial operating model for SEND Reform that aligns with expectations.
• Lead SEND financial planning, budget setting, monitoring and forecasting.
• Manage the Experts at Hand grant and Deficit Management Plan budget.
• Provide financial advice, challenge and support to the SEND Reform Programme.
• Develop financial models and options appraisals to assess impact and sustainability.
• Identify financial risks, pressures and opportunities for senior stakeholders.
• Produce timely financial reports for programme boards, DfE meetings and Schools Forum.
• Support SEND funding policy development and funding banding arrangements.
