Job summary

Civic Recruitment Limited is recruiting an experienced Interim Finance Business Partner to lead financial planning, governance and reporting for a major SEND Reform programme on a 6-month contract, with fully remote working.

The role requires a fully qualified accountant (CIPFA/ACCA/ACA/CIMA or equivalent) and significant Local Government finance experience, with strong stakeholder engagement to ensure financial sustainability and compliance across SEND services.

Qualifications

• Qualified accountant with significant Local Government and SEND Finance experience.
• Strong financial modelling, forecasting and reporting skills.
• Excellent business partnering and stakeholder engagement abilities.
• Ability to produce reports for senior leaders and external stakeholders.

Responsibilities

• Design and implement an operating model for SEND Reform financials.
• Establish robust financial governance, controls and reporting processes.
• Collaborate with finance teams to align with DfE standards.
• Lead budgeting, monitoring and forecasting activities.
• Manage grant funding and deficit recovery budgets for SEND Reform.
• Provide financial challenge and advice to programme leads and senior managers.
• Conduct financial modelling and options appraisals for SEND proposals.
• Produce timely financial reports for boards and meetings.
• Support SEND funding policy development and sustainability planning.
