Job summary

FHI 360 is seeking an Associate Director, Finance to support the Health Programs portfolio, including the EpiC project. This senior finance leader will oversee financial management for country teams and assist with award-level reporting and analysis.

Reporting to the Director, Finance, the role requires coordinating with HQ staff, managing budgets, sub-award oversight, and ensuring compliance with donor rules for US Government-funded work. Strong leadership and English fluency are essential.

Qualifications

  • Bachelor's Degree or its International Equivalent - Finance, Business Administration, Accounting or Related Field.
  • Minimum of 8 years of progressively responsible accounting, finance and operational management, and experience providing financial management of U.S. Government-funded global awards.
  • Experience working with overseas offices within an international organization.
  • Knowledge of U.S. Government rules and regulations and basic accounting principles.
  • Proficiency in spreadsheet software required.
  • Excellent quantitative and analytical skills.
  • Strong critical thinking and problem solving skills.
  • Ability to analyze and interpret financial data, identify/resolve errors and prepare reports.
  • Articulate, professional and able to communicate in a clear, positive manner with staff.
  • Must be able to read, write and speak fluent English; fluent in French, Spanish, or other languages a plus.
  • Prior work in a non-governmental organization (NGO).

Responsibilities

  • Provide supervision, coaching and guidance to assigned direct reports.
  • Responsible for assigned award-level financial reporting and analysis as assigned, which may include SF 425, accruals, revenue forecast, and other reports.
  • Interact with donors and other stakeholders as assigned, to represent the project on financial management issues.
  • Manage the operational and program financial elements of an assigned portfolio of country activities, to ensure compliance and efficiency with FHI 360 and U.S. Government policies and guidelines.
  • Responsible for developing and monitoring budgets, and providing input for annual budget planning, audit reviews and assessment.
  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.
  • Review cost data, analyze budgets vs. actual costs, and prepare forecasts.
  • Review travel requests, procurements, and other expenses for budget availability.
  • Provide support and technical assistance to Country Finance staff on accounting, financial management, sub-award management, and operations.
  • Develop and implement revised financial policies and procedures to ensure the project is continually in line with standards for donor funds management.
  • Train staff on financial policies and procedures to achieve project and organizational goals.
  • Monitor cash flows and fund transfers by processing cash account analysis, for selected countries.
  • Review and analyze sub-recipient budgets and financial reports, and collaborate with other units on financial close outs of sub-recipients.
  • Maintain close communication with supervisor, senior management, field staff, and other team members regarding project priorities, objectives, and challenges.
