Job summary

The City of Oxnard’s Public Works Department, Environmental Resources Division, is seeking an Environmental Resources Division Manager to lead solid waste operations, budget development, capital projects, and public outreach. The role reports to the Public Works Assistant Director and guides 190 FTEs, ensuring regulatory compliance and service excellence.

Qualifications

• Bachelor’s degree in business or public administration or a related field is required.
• Six years of journey‑level professional experience in solid waste operations or a related public works field, with at least two years in a supervisory role.

Responsibilities

• Lead and manage all business and operational aspects of the solid waste system, including disposal, organics, and recycling operations.
• Oversee budget development, annual budget and Capital Improvement Plan, and equipment replacement plans.
• Develop policies and programs for daily and long‑range solid waste management and ensure regulatory compliance.
• Coordinate staff training, workflow improvements, and community outreach and education on solid waste issues.
