Qualifications

• Eight or more years in public utility regulation or related field.
• Experience leading, managing, and evaluating professional staff.

• Ability to present testimony and reports to technical and non-technical audiences.

Responsibilities

• Manage review and analysis of utility filings and proposals.
• Investigate complex electric, gas, water, and sewer rate cases.
• Evaluate cost allocation, rate design, and related analyses.
• Review service terms and conditions governing customer relationships.
• Lead staff on major cases, reviewing testimony and reports for accuracy.
• Develop staff through training and professional development.
• Document findings in pre-filed testimony and reports.
• Defend findings at evidentiary hearings as an expert witness.
• Draft policy statements and technical documents for the Commission.
• Assist in reviewing legislation and presenting to the General Assembly.
