Job summary

ODEC is seeking a Program Manager - Planning and Design to develop energy innovation and Member Service programs from the Glen Allen, VA office. You will lead planning, design, RFPs, data collection, and load profiling to drive cost-effective energy savings for the cooperative members.

You will partner with community organizations, manage vendor relationships, and guide strategic budgets. A strong focus on data-driven decisions, collaboration, and member engagement is essential for success in

Qualifications

• Must understand utility energy program analysis and practices.
• Intermediate-level Microsoft Excel proficiency or similar analytical tools.

Responsibilities

• Lead design for energy program portfolio including benefit-cost analysis, forecasting, incentive strategy, delivery models and KPIs.
• Provide strategic direction for existing and new energy programs.
• Analyze program performance data to refine future design and support evaluation efforts.
• Stay current with industry trends and innovation in program design, technology, and policy.
• Lead and execute competitive vendor processes (RFP).
• Manage vendor partners and negotiate contracts for program design needs.
• Oversee Load Research program and apply results to planning processes.
• Lead data collection and surveys of Members for program planning inputs.
• Lead strategic budget development and long-term forecasting for programs.
• Seek grant funding opportunities and prepare grant documentation.
• Support member-facing communications and online resources.
• Build and maintain relationships with Member cooperatives.
