Qualifications

• Knowledge of human resources management, employee relations, and public sector personnel administration.
• Knowledge of grievance procedures and disciplinary processes.
• Knowledge of municipal government organization and various occupations.
• Ability to handle sensitive matters with confidentiality.
• Ability to investigate, analyze, and resolve employee relations issues.
• Ability to advise and counsel on personnel matters.
• Strong written and verbal communication skills.
• Ability to manage multiple complex matters independently.

Responsibilities

• Acts as primary contact for employees and supervisors on employee relations concerns.
• Counsels department heads and supervisors on performance, conduct, and policy applications.
• Guides application of Personnel Rules, Employee Guide, and collective bargaining agreements.
• Investigates and assists in resolving employee complaints and grievances.
• Maintains confidential records and prepares related correspondence and reports.
• Assists with disciplinary procedures and grievance handling.
• Develops and delivers training on employee relations and related matters.
• Fosters positive working relationships across the organization.
