Job summary

People, Technology & Processes, LLC is seeking a Program Analyst II in Arlington, VA with a SECRET clearance to support strategic and financial aspects of naval S&T programs. You will assist in planning; coordinate multi-disciplinary teams; and liaise with senior military and civilian stakeholders.

The role includes budgeting, POM-related work, and development of SOPs for audit readiness. You will analyze budgets, track performance, and provide briefs and reports for leadership reviews.

Qualifications

• A bachelor’s degree and at least five years of recent experience in program management, financial analysis, or management consulting within the DoD or DON.
• The degree requirement may be waived with a high school diploma and at least ten years of relevant DoD/DON experience.
• Proven ability to liaise effectively with senior military, government, and civilian personnel.
• Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
• Superior written and verbal communication skills, with experience preparing briefs, reports, and official correspondence for senior leadership.

Responsibilities

• Strategic & Technical Program Support: Assist in planning and execution of S&T initiatives, coordinate multi-disciplinary teams, and align programs with Naval needs; support TRA/MRL and act as a technical liaison with PEOs, SYSCOMs, OSD, etc.
• Financial Planning & Analysis: Conduct detailed financial analysis, develop fiscal metrics, track program performance, and support all phases of budgeting for S&T submissions (including POM). Prepare financial summaries and briefings for data calls and leadership reviews.
• Program and Administrative Operations: Provide analytical and administrative support; develop and evaluate SOPs for audit readiness, manage timekeeping, travel, training, and data routing.
• FFRDC Sponsor Feedback Management: Manage sponsor feedback processes, document workflows, maintain online system, and report results.
• Specialized IT & Communication Support: Design web content for CSC; ensure awareness of IT initiatives for Code 53; serve as Telecommunications Service Control Officer for Code 53.
