Job summary

The Maryland State Treasurer’s Office seeks a Director of the State’s Insurance Program to lead the Insurance Division and manage 55+ commercial programs. This executive role collaborates with the Attorney General’s Office and agency staff to safeguard the Maryland Insurance Trust Fund.

You will develop policy, oversee loss control and litigation, and prepare testimony for the General Assembly. Onsite in Annapolis with hybrid telework options.

Qualifications

• Bachelor’s Degree from an accredited four‑year college or university.
• Minimum of 5 years of management experience in government operations and/or commercial insurance.
• Demonstrated understanding of self‑insurance, claims processing, and litigation.
• Knowledge of State Government and the Maryland Tort Claims Act.
• Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines or other technical specifications.
• AIC, CPCU, ARM, AU or other insurance industry designation or related coursework.
• Proven ability to manage varying priorities for multiple units and to produce deliverables by deadlines.
• Working knowledge of public entity procurement processes.
• Experience working with commercial insurance brokers.
• Experience presenting to high‑level executives and stakeholders.
• Experience diagnosing insurance issues and orchestrating resolutions.
• Advanced communication skills, both in person and in writing.

Responsibilities

• Provide hands‑on leadership for the Insurance Division and staff.
• Oversee collaboration with State agencies to develop and implement strategic insurance plans.
• Develop policy, draft statewide regulations, and propose statutory changes.
• Prepare and deliver testimony before the General Assembly.
• Ensure compliance with State laws and effective risk management for programs.
