Job summary

The Maryland State Treasurer’s Office Insurance Division is seeking a Director to lead the State’s Insurance Program, ensuring protection of the State Insurance Trust Fund and compliance with laws and regulations. You will manage underwriting, loss prevention, claims, and workers’ compensation contract management, while coordinating with agencies and the Attorney General’s Office.

Qualifications

• Bachelor’s degree from an accredited four-year college.
• Minimum of 5 years of management experience, preferably in governmental operations and/or commercial insurance.
• Knowledge of self-insurance, claims processing, and litigation.
• Knowledge of the Maryland Tort Claims Act.
• Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines or other technical specifications.
• AIC, CPCU, ARM, AU or other insurance industry designation or related coursework.
• Proven ability to manage varying priorities for multiple units and meet deadlines.
• Working knowledge of public entity procurement processes.
• Experience working with commercial insurance brokers and presenting to executives.
• Advanced communication skills, both in writing and in person.
• Advanced Microsoft 365 skills.

Responsibilities

• Oversee the State Insurance Program and provide hands-on leadership for all staff.
• Procure all State’s 55+ commercial insurance programs to protect the State Insurance Trust Fund.
• Ensure compliance with State laws and regulations; oversee loss control and litigation.
• Supervise the Division’s Claims Unit matters and oversee collaboration with other agencies.
• Develop policy related to the State’s Insurance Program and prepare testimony for the General Assembly.
