The Deputy Director serves as the chief operating, supervisory, and financial risk-management official for the Insurance, Compliance and Reporting Division. The position is responsible for directing the daily operations of the Division; supervising, developing, and evaluating all Division staff assigned to self-insurance, employer compliance, insurance reporting, and related regulatory programs; and ensuring that the Division’s work is completed accurately, consistently, and within established legal, regulatory, and operational deadlines.
A principal responsibility of the position is the administration and financial oversight of Maryland’s workers’ compensation self-insurance program. Employers authorized to self-insure assume direct responsibility for potentially significant and long-term workers’ compensation liabilities. A deterioration in the financial condition of a self-insured employer, an inadequately funded claims program, insufficient collateral, or a failure of an employer, surety, financial institution, excess insurance carrier, or third-party administrator may expose injured workers and the State’s workers’ compensation system to substantial financial and operational risk.�
