Job summary

The City of Bloomington is seeking a Director of Planning and Transportation to lead efforts shaping how people live, move, connect, and experience Bloomington daily. Appointed by the Mayor, the leader will align priorities with economic vitality, housing, safety, sustainability, and open government.

This is a high-profile, strategic role requiring guiding complex planning initiatives, managing a budget, and representing the city in policy discussions with various boards and the public.

Qualifications

• Master's degree in planning or related field.
• Over five years of senior-level municipal planning experience.
• AICP certification is required.

Responsibilities

• Administers and directs departmental operations, including attending policy meetings and overseeing implementation of comprehensive plans.
• Performs planning duties, drafts and revises ordinances and resolutions; testifies in court when needed.
• Prepares and submits department budget and administers it.
• Reviews programs, systems and methods of operation and makes revisions as necessary.
• Attends Plan Commission and Board of Zoning Appeals meetings as technical advisor.
• Responds to citizen planning and zoning inquiries respecting laws, rules and guidelines.
• Maintains public relations for the department and attends civic meetings.
• Oversees recruitment, supervision and evaluation of department staff; disciplinary actions as needed.
• Represents the department at mayoral and common council meetings; defends major policy recommendations.
• Maintains safe work environment and coordinates with various stakeholders.
