Job summary

Clean Water Services seeks a Deputy General Counsel to provide comprehensive legal representation to the Board of Directors, General Manager, and department leaders. This role oversees the Office of General Counsel, guiding policy, contracts, and regulatory matters to support strategic initiatives.

The Deputy may serve as acting General Counsel in the absence of the GC, with full authority during that time, ensuring continuous legal support for CWS’s mission and operations.

Qualifications

• Requires Juris Doctorate and active Oregon State Bar membership.
• Requires at least 10 years of professional-level public-sector/government law experience.
• Requires 5 years of supervisory or managerial experience.

Responsibilities

• Represent CWS in civil matters, including trials, appeals, and settlements.
• Advise Board of Directors, General Manager, and leadership on legal rights and issues.
• Oversee Office of General Counsel staff and budgets; manage legal operations.
• Develop policies, procedures, goals, and annual work plans for the office.
• Coordinate legal services with other departments and agencies.
• Draft, review, and revise legal documents, opinions, memoranda, contracts, and ordinances.
