City of Baltimore, Office of City Council President, seeks a General Counsel to lead legal activities for the Council and staff. The role requires strong municipal law knowledge and clear communication across political and policy channels, with supervision of legal and support staff.

The General Counsel will work with the City Law Department on legal matters, oversee PIA requests, and advise on governance and procedures to advance the Council’s priorities.

Qualifikationen

• A law degree from an accredited law school and five years of trial work, legal writing and municipal law experience, including lead experience supervising others.
• Admission to the Maryland Bar in good standing is required.
• Knowledge of Federal, State and City statutes and of court procedures.

Aufgaben

• Provide legal advice to the City Council President, 14 district Councilmembers and staff on legislative issues.
• Evaluate legal sufficiency of proposed legislation with Legislative Reference.
• Oversee legal opinions, contracts and memoranda; coordinate with the Baltimore City Law Department.
• Represent the City Council before legislative bodies and manage records and FOI/PIA requests.
• Support board governance, parliamentary procedures, and staff coordination.
