Job summary

City of Baltimore is hiring a General Counsel for the Office of the City Council President. The role provides legal advice to the Council President and all district Councilmembers, evaluates legislation, and manages legal opinions, contracts, and FOIA requests.

The successful candidate will navigate municipal law and state authority, maintain attorney‑client confidentiality, and coordinate with the City Law Department on complex legal matters. A Maryland bar admission is required.

Qualifications

• Law degree and five years of trial work, legal writing and municipal law experience.
• Maryland bar admission in good standing and license to practice law in Maryland.

Responsibilities

• Provide legal advice to City Council President and 14 district-level Councilmembers and staff.
• Evaluate legality of proposed legislation with the Department of Legislative Reference.
• Advise on legal issues affecting legislation and policy objectives.
• Maintain confidentiality and attorney‑client relationships across offices.
• Manage Maryland Public Information Act and FOIA requests for the Council President’s Office.
• Coordinate with City Law Department on legal matters and participate in trials as needed.
• Draft opinions, legislation, contracts, memoranda and other legal documents.
• Represent the City Council before legislative bodies and attend meetings.
• Advise on board governance and parliamentary procedures.
