Job summary

City of Baltimore seeks a General Counsel to the City Council with a strong background in municipal law and legislative processes. You will provide strategic legal advice to the Council President and 14 district members, navigate state and local statutes, and manage sensitive matters with discretion.

Responsibilities include evaluating proposed legislation, drafting opinions and contracts, and coordinating with the City Law Department.

Qualifications

Law degree from an accredited law school and five years of trial work, legal writing and/or municipal law experience.
Admission to the Maryland Bar in good standing.
Knowledge of federal, state and city statutes and strong legal research.
Strong written and oral communication; ability to manage multiple priorities.
Experience serving a legislative body is a plus.

Responsibilities

Provide legal advice to the City Council President, all 14 district Councilmembers, and their staff on legislative issues.
Collaborate with the Department of Legislative Reference to evaluate the legal sufficiency of proposed legislation.
Identify opportunities to advise on legal issues affecting legislation and policy objectives.
Oversee confidential attorney-client relationships across offices and manage Public Information Act requests.
Prepare legal opinions, legislation, contracts, memoranda, and other legal documents; represent the City Council before public bodies.
