Quantum Space in Rockville, MD seeks an experienced Cost Volume Lead to drive proposal pricing and cost-volume development for national security, civil, and commercial space programs. You will lead BOE creation, pricing narratives, and subcontractor pricing coordination in a fast-paced environment.

Qualifications

• 10+ years supporting federal government proposal pricing and cost volume development.
• Experience developing pricing strategies for cost-reimbursable, fixed-price, T&M, OTA, and subcontracting.
• Strong financial modeling, cost estimating, analytical, and business case development skills.
• Demonstrated BOE creation, pricing narratives, and proposal cost volumes.

Responsibilities

• Lead proposal pricing strategy development and cost volume execution across federal, defense, civil, and commercial pursuits.
• Develop BOEs and supporting cost rationale for labor, material, subcontractor, and indirect costs.
• Coordinate subcontractor pricing inputs and support negotiations, audits, and fact-finding activities.
• Create compliant, defensible cost volumes and pricing narratives aligned with solicitations.
• Collaborate with capture, finance, contracts, engineering, and leadership to align pricing with pursuit strategy.
