Job summary

California Water Service seeks a Manager, Capital Delivery Construction to oversee construction phase management of statewide capital projects, developing policies, guiding staff, and coordinating with external construction managers to ensure projects meet scope, schedule, and budget.

The role may be located in Chico, San Jose, Bakersfield or Torrance, with responsibilities across California and support for other states.

Qualifications

• Bachelor of Science degree in Engineering, Construction Management or related field from an accredited college or university.
• Engineer in Training certificate or equivalent.
• California PE License desirable.
• State Water Resources Control Board Water Distribution Grade II and Water Treatment Operator Grade II certifications, desirable.
• Strong supervisory and leadership capabilities.
• Proficient in MS Office and basic accounting concepts.
• Excellent written and verbal communication.
• Ability to manage multiple priorities under deadlines.

Responsibilities

• Establish construction phase policies, processes, and tools for oversight.
• Maintain construction phase KPIs and report program performance.
• Manage staff and oversee performance evaluations and development.
• Oversee external construction managers and vendor pool.
• Coordinate staffing and supervise construction activities to ensure quality.
• Assist in constructability reviews and design phase input.
• Lead training on construction project practices.
• Develop new templates and procedures to improve delivery.
• Ensure work performed safely and in compliance with regulations.
• Participate in long-range planning for Capital Delivery.
