Job summary

The Iowa Department of Transportation’s Motor Vehicle Division (MVD) is seeking a dynamic Communications and Change Officer to join our leadership team. This role drives strategy, change management, and digital communications for a high-visibility division.

As a direct partner to the MVD Director, you will lead communications strategy, manage change initiatives, and oversee MVD’s web presence and publications, while engaging stakeholders across internal and external audiences.

Qualifications

• Degree or equivalent combination of education and experience in program administration/management.
• Eight years of education and/or experience with college-hour equivalence.
• Multiple pathways (diploma plus experience or graduate study) to meet the position's requirements.

Responsibilities

• Lead organizational change management using frameworks like ADKAR/Prosci.
• Develop and execute internal/external communications strategies and messaging for legislative and modernization initiatives.
• Oversee website content, digital strategy, publications, and media outreach.
