The World Meteorological Organization (WMO) seeks Project Development Consultants to prepare country CIDCA proposals. Assignments will be country-specific, assigned by the Project Development Officer, working with regional offices, NMHSs, CMA and other partners.

The goal is to translate national priorities into credible, costed project documents aligned with CIDCA requirements and WMO standards. You will coordinate inputs, validate needs, and draft final proposals for internal clearance.

Competenze

• Advanced university degree in environmental science, meteorology, hydrology, climate change, disaster risk reduction, sustainable development or related field.
• At least five years of progressively responsible experience in project or programme development, climate services or related fields.
• Experience developing proposals using theory of change, logical framework and results-based management approaches.
• Experience with major climate finance mechanisms (e.g., GCF, AF, GEF) is an asset.

Mansioni

• Review national development plans and climate strategies for assigned country/countries.
• Coordinate the proposal-development process and maintain a schedule for inputs and reviews.
• Consult authorities and stakeholders to validate needs, priorities and interventions.
• Prepare baseline and problem analyses and develop project rationale and indicators.
• Draft CIDCA project proposals and supporting documents per templates and guidance.
• Incorporate comments from WMO, CMA, CIDCA and partners and produce a final package.
