Job summary

World Meteorological Organization is seeking a consultant to support the development of the Maldives National Climate Information and Forecasting System (NFCS) under the GCF-funded TRACT project. The assignment focuses on governance, institutional roles, and costed action planning to guide implementation and coordination across national institutions.

Qualifications

• Advanced university degree in applied meteorology, environmental sciences, social sciences, international relations, strategic planning or related disciplines.
• Native or excellent command of English (written and spoken).

Responsibilities

• Assess institutional capacities, roles, and gaps of key Maldives agencies in climate services and early warning; involve MSS and disaster risk management, water, health, environment, marine and coastal services, fisheries, tourism.
• Assess capacities and needs of stakeholders and users in priority sectors to access, interpret, and apply climate information in planning and decision-making.
• Review coordination mechanisms, mandates, and arrangements; identify opportunities to strengthen governance and information flows across agencies.
• Develop recommendations for NFCS governance, including roles, engagement mechanisms, and linkages with national policies and risk frameworks.
• Draft the NFCS technical document aligned with WMO guidance, including vision, objectives, scope, guiding principles, and coordination components.
• Prepare costed action plan for implementation with timelines and financing sources, linking to national programmes and projects.
• Support stakeholder consultations and validation, including virtual and in-person meetings.
• Revise NFCS and costed plan based on feedback for validation and launch.
• Engage in the NFCS launch.
