Job summary

The City of Balch Springs is seeking a City Manager to serve as the Chief Administrative and Executive Officer, reporting to the City Council. The role requires leading city operations, budgeting, and policy implementation in alignment with the City Charter and law.

Ideal candidates have a strong track record in municipal leadership, strategic planning, and intergovernmental relations, with experience in budgeting and capital projects.

Qualifications

• Bachelor’s degree required in a relevant field.
• 10+ years of executive or management leadership experience.
• Minimum 7 years in municipal government roles.
• Experience supporting public safety personnel per state law.
• Equivalent combinations of education and experience considered.

Responsibilities

• Serve as Chief Administrative and Executive Officer for the City.
• Provide leadership, strategic direction, and budget oversight.
• Advise City Council on financial, operational, and policy matters.
• Develop organizational structure and ensure service delivery efficiency.
• Oversee major capital programs and intergovernmental relations.
• Represent City with residents, businesses, and regional partners.

Education

Bachelor's degree in Public Administration/Business/Public Policy/Finance/Urban Planning

10+ years executive/administrative leadership

7+ years municipal government experience

Experience with public safety personnel (Texas Local Government Code Chapter 614)

Equivalents: education, training, and experience

Master’s degree in Public Administration / Business / Public Policy (preferred)

CPM or ICMA-CM designation or progress toward credential (preferred)

Experience as City Manager or senior municipal administrator (preferred)

Experience with budgeting, capital programs, economic development, intergovernmental relations (preferred)
