Job summary

The City of Balch Springs seeks a City Manager to serve as the Chief Administrative and Executive Officer, reporting to the City Council. You will lead a diverse municipal team, guide strategic planning, and oversee the annual operating and capital budgets to ensure efficient delivery of public services.

This senior role requires deep knowledge of municipal governance, strong fiscal management, and the ability to build collaborative relationships with residents, businesses, and regional partners

Qualifications

• Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Political Science, Finance, Urban Planning, or a related field.
• At least ten (10) years of progressively responsible executive, administrative, or management experience, including budgeting and financial management.
• At least seven (7) years of municipal government experience.
• Experience advising or working with public safety personnel under Texas Local Government Code Chapter 614.
• Equivalent combinations of education, training, and experience may be considered.

Responsibilities

• Serve as the Chief Administrative and Executive Officer of the City, reporting to the City Council.
• Provide strategic direction for City operations, departments, programs, and services.
• Oversee staffing, operations, service delivery, and resource allocation.
• Prepare and oversee annual operating and capital budgets; monitor financial performance.
• Represent the City and maintain relationships with residents, businesses, and stakeholders.
