You will integrate change management into the program through stakeholder engagement, readiness assessments, communications, training, and adoption measurement.

Qualifications

• U.S. Citizenship required.
• Ability to obtain DHS EOD Public Trust.
• BS/BA + 10 years or equivalency.
• Five+ years of relevant experience in change management.
• Experience applying structured OCM methods to transformations.
• Experience stakeholder analyses, readiness, and adoption evaluations.
• Experience developing change, communications, engagement, and training plans.
• Ability to tailor complex changes to different audiences.

Responsibilities

• Develop and execute an integrated organizational change management strategy aligned with OCIO transformation objectives.
• Conduct stakeholder analyses, change-impact assessments, organizational readiness assessments, and adoption-risk evaluations.
• Identify how organizational, process, governance, workforce, and technology changes will affect stakeholder groups across the OCIO and field.
• Develop stakeholder engagement plans tailored to OCIO leadership, technical teams, business functions, field personnel, and mission partners.
• Create and maintain the program’s OCM plan, communications plan, stakeholder map, change-impact log, readiness assessments, and adoption metrics.
• Develop clear, audience-specific communications, including leadership messages, announcements, presentations, talking points, FAQs, and workforce updates.
• Coordinate with project and program managers to embed OCM activities, milestones, dependencies, and risks into integrated project schedules.
• Assess training needs and support development of training plans, job aids, playbooks, toolkits, and other workforce-enablement materials.
