Job summary

The Department of Services for the Blind (DSB) seeks a Chief Financial & Operations Officer to lead fiscal, purchasing, contracting, records management, risk, and facilities across all programs. This role drives long-range planning, policy development, and compliant operations to support independence for people with visual disabilities in Washington state.

Qualifications

• Bachelor’s degree in accounting, Business Administration or related field.
• Ten years supervisory experience managing different skill levels.
• Five years in business planning and strategic planning.
• Five years in complex financial analyses.
• Ability to understand GAAP and apply it to operations.
• Experience with grants management and technology-enabled operations/accounting systems.
• Experience with risk management and compliance.
• Ability to communicate state and federal fiscal rules clearly.
• Strong collaboration with executive teams and external stakeholders.
• Advanced Microsoft Excel and Office skills.

Responsibilities

• Lead agency operations, fiscal strategy, and decision-making as part of the Executive Management Team.
• Oversee budgeting, contracting, procurement, records management, and risk management.
• Provide leadership for strategic planning, forecasting, and financial analysis.
• Ensure fiscal compliance with federal grants and state rules; manage audits.
• Guide cross-functional teams and improve internal controls and processes.
• Support and foster agency collaboration and change management.
