Job summary

Lake County Health Department in Illinois seeks a Director of Finance and Administrative Services/CFO to lead finance, accounting, facilities and materials management for the agency.

You will develop the annual department budget, ensure GAAP compliance, prepare reports for the Board, supervise billing and revenue cycle, and coordinate capital planning with Lake County. CPA/MPA is highly desired with 10+ years in government finance.

Qualifications

• Bachelor’s degree in finance, accounting, business, public administration, or related field.
• CPA or MPA/MBA highly desired.
• Ten years’ experience in government budget, finance, and accounting activities.
• Six years of senior-level/director-level management/supervisory experience.
• Advanced knowledge of GAAP; strong public finance expertise.
• Considerable knowledge of governmental accounting and budgeting/forecasting.
• Excellent project management skills.
• Ability to interact with boards, officials, and the public.

Responsibilities

• Leads finance, accounting, business office, facilities, and materials management.
• Develops and prepares the annual department budget.
• Ensures that fiscal policies and accounting documentation comply with funding requirements.
• Analyzes budget data and project expenditures for management use.
• Provides technical assistance on budgets, expenditures, and revenue analyses.
• Presents information to the Board and County Board.
• Oversees invoicing, billing and revenue cycle processes.
• Manages facilities, materials management, and capital planning with Lake County.
