Job summary

DZYNE Technologies in Irvine, CA seeks a results-driven Capture Manager to lead new business pursuits within the Effectors unit. You will own the full capture lifecycle from opportunity identification through contract award, navigating traditional ACAT programs, OTAs, and rapid acquisition pathways.

The ideal candidate has 5–10+ years in federal capture, deep DoD procurement knowledge, and a proven track record in winning proposals.

Qualifications

• 5+ years in federal business capture or proposal management.
• Solid understanding of DoD acquisition including FAR/DFARS, OTA, and SBIR/STTR.
• Experience across traditional ACAT and rapid acquisition pathways.
• Familiarity with ITAR and EAR for defense tech.
• Proficient in Microsoft Office; strong written and verbal communication.

Responsibilities

• Develop and execute winning capture strategies aligned with customer priorities.
• Lead all phases of capture and proposal development (qualification, planning, resource coordination, scheduling, compliance).
• Engage government customers across Army, Air Force, Navy, SOCOM, DIU, and OUSD(R&E) to shape requirements ahead of solicitations.
• Conduct market and competitive analyses to identify opportunities and inform pricing and strategy.
• Lead teaming strategy: identify and vet partners and structure teams for capability matches.
• Generate compliant proposals with technical, management, and cost narratives.
• Collaborate with engineering, operations, and BD to develop basis-of-estimate and production readiness narratives.
• Drive proposal activities: kickoff, color team reviews, and final submission ensuring FAR/DFARS/OTA compliance.
• Identify and mitigate capture risks across traditional and rapid acquisition pathways.
• Maintain an opportunity pipeline and track pursuit status and resources.
• Assist post-award kickoff for smooth execution and lessons learned.
