Job summary

Eastman Chemical Company in Kingsport, TN, seeks a Capital Procurement Manager to lead procurement planning and execution for capital projects. You will partner with project managers, engineering, construction, legal, and others to develop sourcing strategies that support scope, schedule, cost, quality, safety, and risk.

The role requires strong commercial judgment, proven negotiation skills, and the ability to influence stakeholders.

Qualifications

• Bachelor’s degree in a technical, business, supply chain, or related field.
• At least three years of relevant procurement or project delivery experience.
• Strong planning, organizational, and analytical skills.
• Commercial and negotiation skills with ability to evaluate supplier proposals.
• MBA or advanced degree is a plus.

Responsibilities

• Develop procurement plans for assigned capital projects, documenting sourcing approach, packages, supplier strategy, contracting plan, decisions, and schedule requirements.
• Translate project scope into procurement packages and a coordinated schedule with project managers and engineering teams.
• Provide market insight, budgetary pricing, and cost-reduction options during FEL 1 and FEL 2, and support FEL 3 readiness.
• Develop and execute sourcing events for equipment, materials, engineering and construction services, and other needs; prepare bid packages and evaluations.
• Assess supplier capability and proposals considering delivery, schedule, technical fit, quality, safety, risk, and performance.
• Negotiate contracts and commercial terms; coordinate deviations review with Legal and other functions.
• Coordinate procurement activities with capital buyers and procurement resources for timely POs and issue resolution.
• Monitor procurement risks and develop mitigation actions with project teams and suppliers.
• Maintain market and supplier knowledge; leverage category strategies and approved supplier lists with Strategic Sourcing.
• Collaborate with Legal, Accounts Payable, Logistics, Capital Assets, Finance, and others to support contracting and purchasing processes.
