Job summary

The City of Euless, TX is seeking a Budget and Treasury Manager to lead the development, analysis, and reporting of the city's operating and capital budgets. You will supervise cash flow, investments, and treasury operations, ensuring compliance with laws and internal policies.

This role provides city-wide guidance on grant administration, prepares disclosures for debt instruments, and partners with departments to forecast, plan, and optimize resources for long-term fiscal health.

Qualifications

• Bachelor's degree in accounting, finance, or related field.
• 3-4 years of increasingly responsible experience in accounting or finance administration; municipal experience preferred.
• Must have a valid Texas driver's license.

Responsibilities

• Manages municipal investment portfolio and oversees compliance with laws and policies.
• Ensures safety, liquidity, and yield of public funds; monitor performance and market conditions.
• Develops and maintains investment strategies and reports for leadership and governing bodies.
• Prepares continuing disclosure documents for debt instruments and SEC reporting requirements.
• Coordinates development and administration of the annual budget and revenue projections.
• Maintains revenue manual and projects revenues during budget process; collaborates with departments.
• Tracks personnel data for staffing and benefit cost projections and what-if analyses.
• Monitors budget performance and provides variance analyses to leadership.
• Oversees grant accounting and reporting for compliance and reimbursement requests.
• Reviews new legislation for impacts on investments, debt issuance, and grants; implements changes.
• Prepares monthly/quarterly financial reports and supports audit processes.
