Job summary

King County is seeking an Executive Budget Analyst to support agencies, advise decisionmakers, and coordinate budget processes within the Budget Office. The role blends technical analysis with policy insights, requiring collaboration, equity focus, and the ability to translate complex financial concepts for non-financial partners.

We expect at least two years in a related field, with a Master’s degree possible, and in-office presence three days a week.

Qualifications

• Experience with operating and capital budgets and capital improvement plans (CIP).
• Ability to communicate financial concepts to non-financial partners.
• Strong collaboration skills across departments and external stakeholders.
• Commitment to equity in budget decisions and service delivery.
• Two years minimum in a related field; master’s degree may supplement experience.

Responsibilities

• Manage development, preparation, and evaluation of department budgets and CIP.
• Examine proposals for financial implications and priority alignment; develop options and recommendations.
• Brief Budget Director and county leaders on budget and financial issues; communicate to non-financial managers.
• Monitor financial health, risks, and emerging issues for operating and capital funds.
• Develop financing models and financial plans for county operations and capital projects.
• Conduct enterprise-wide fiscal analysis as requested.
• Collaborate with Executive Department on policy and performance issues.
• Represent the Budget Office in community meetings and with partners.
• Develop community partnerships to align with budget area and equity goals.
• Advance equity through resource allocations; ensure fairness and alignment with Equity and Social Justice.
