Job summary

The City of Johnson City, Tennessee is seeking a Budget Manager to coordinate the capital improvements program and the annual city budget process through collection and analysis of departmental requests.

You will prepare the annual budget document, monitor expenditures, and support performance management initiatives across departments, reporting to City Administration and working with senior staff on financial planning and debt management.

Qualifications

• Graduation with degree in business, public administration, or accounting and budget analysis experience.
• Considerable experience in budget analysis and financial management.
• Masters degree in a related field desirable.
• Pre-employment background check and physical required.

Responsibilities

• Coordinate collection and analysis of departmental budget requests with recommendations.
• Direct the preparation and administration of the annual budget process.
• Direct the five-year Capital Improvement Plan preparation.
• Publish annual budget and capital improvement plan documents.
• Coordinate data on departmental performance measures.
• Develop performance indicators for all departments.
• Support process improvement using performance software and data.
• Produce monthly dashboards for management and the Board.
