Qualifications

• Four years of college with major in business or public administration or related field.
• Two years of professional experience in administrative, management, budgetary, or systems analyses.
• Master's degree may substitute for one year of experience.
• Equivalent combinations of education and experience may be considered.

Responsibilities

• Owns major components of the biennial operating budget and ten-year CIP, including planning, development, and coordination with assigned departments.
• Reviews, analyzes, and evaluates departmental budget requests for accuracy, justification, and alignment with priorities; makes recommendations.
• Monitors budget performance; identifies variances, trends, risks; recommends and implements responses.
• Develops forecasts, financial models, and scenario analyses to support decision-making and long-term planning.
• Serves as primary budget and analytical partner to assigned departments, building trust-based relationships.
• Advises supervisors and managers on budget, financial, and operational issues; translates data into insights.
• Engages departments to identify issues and improvements proactively.
• Conducts complex analyses related to budget, financial performance, and organizational effectiveness.
• Designs analytical methods to evaluate alternatives and recommend solutions.
• Supports strategic planning, KPI development, performance tracking, and reporting.
• Contributes to cross-functional initiatives related to research, innovation, process improvement, and data-driven decisions.
