Qualifications

• Bachelor’s Degree in Business Administration, Finance, Accounting, or relevant discipline.
• 15+ years of experience required.
• Strong problem-solving skills.
• Excel proficiency at an expert level.
• Experience with project management software or cost control systems.

Responsibilities

• Manage and oversee overall program budgets, accruals, actual costs, forecasts, and cost contingency.
• Collect and report on budgets, commitments, actuals, incurred costs, contingency, and forecast costs.
• Collaborate with PM to complete projects within budget and identify cost-saving opportunities.
• Maintain cost control system and ensure procedures are current and followed.
• Analyze cost data to identify trends and discrepancies.
• Collect cost impacts for potential changes and implement approved changes.
• Manage contractor invoice reviews for contractual compliance.
• Oversee cost management team for alignment and support.
• Develop, maintain and improve cost management processes, guidelines, and templates.
• Maintain PMIS Cost Control Module.
• Coordinate with Commercial to align PMIS Cost Controls and Contracts modules.
• Coordinate with Schedule to align forecasts with Master Program Schedule.
• Support Change Management by collecting cost impacts and coordinating with Estimating.
• Lead Cost Reporting at Program level with variance analysis.
• Collaborate with Amtrak Finance.
