- Manages and oversees the overall program budgets, accruals, actual costs, forecasts, and cost contingency.
- Collects and reports out on budgets, Commitments, actuals, incurred, contingency, and forecast costs.
- Works with project management to complete projects within the allocated budget. Identifies cost-saving opportunities and mitigate financial risks in coordination with the risk management team.
- Maintains the cost control system and ensures cost management procedures remain current, consistently applied, and followed.
- Analyzes cost data to identify trends and discrepancies.
- Collects cost impacts for potential changes and implementing changes upon approval.
- Manages contractor invoice reviews to confirm compliance with contractual financial requirements.
- Overseas the cost management team to ensure alignment and support is being provided across the program appropriately and effectively.
- Develops, maintains, and improves cost management processes, procedures, guidelines, and templates.
- Maintains Project Management Information System (PMIS) Cost Control Module.
- Oversees coordination with the Commercial team to maintain alignment between the PMIS Cost Controls and Contracts modules.
- Works with Schedule group to develop and maintain Time-Phases forecasts in alignment with the Master Program Schedule and Contractor cost-loaded schedules.
- Support the Change Management process by collecting cost impacts for potential changes.
- Support the Change Management process by working with Estimating to ensure all cost impacts are captured.
- Support the monthly reporting process by leading Cost Reporting at the Program level including developing and presenting variance analysis.
- Works closely with Amtrak Finance
Preferred Qualification:
- Bachelor’s Degree in Business Administration, Finance, Accounting, or relevant discipline, or, equivalent combination of post – secondary education and training
- 15 Minimum Years of Experience required.
- Problem-solving skills
- Expert with MS Excel
- Experience with project management software or cost control systems
Position Location: a minimum 3 days per week in person at the Integrated Program Office in Baltimore
