The Commonwealth of Pennsylvania is seeking a Fiscal Management Specialist 2 with the Department of Human Services to support statewide budgeting and funding decisions. Qualifications

• One year of professional fiscal administration experience or equivalent.
• Bachelor’s degree in business administration, accounting, finance, economics, or a related field required (or equivalent combination).
• Equivalent combination of experience and training acceptable.

Responsibilities

• Budget monitoring tools: support development and upkeep of tools that track spending trends.
• Contract oversight: maintain contract spreadsheets, guide staff on funding matters, and coordinate activities for contracts across OMAP appropriations.
• Funds review: review and approve commitments and shopping carts with staff from OMAP, budget, comptroller, and procurement.
• Financial reporting: prepare and analyze financial reports, spreadsheets and updates for budget planning, grants, and year-end activities.
• Data analysis: gather background information to determine impacts on the budget and present results orally or in written reports.
• Technical assistance: provide guidance to program staff and contract monitors on fiscal processes, account structures, and contract management tools.
