Job summary

RTI Consulting, LLC is seeking a principal expert to lead strategic acquisition and program management for a complex portfolio in Springfield, VA. The role focuses on long-term planning, senior-level interfacing, and alignment of procurement actions with agency objectives.

The ideal candidate has 12+ years of program management experience, a Bachelor's degree, and expert knowledge of DoW/IC acquisitions, with PMP/DAWIA credentials and comfort working with SES/Flag leadership on time-sensitive

Qualifications

Minimum of 12 years of demonstrated experience in program management, including cost, schedule, performance, and risk management for complex programs.
Bachelor's degree in a relevant field is required.
Expert-level experience in full lifecycle of DoW or IC acquisitions, including development and management of Major System Acquisitions.

Responsibilities

Provide expert acquisition and program management counsel to senior government leadership on strategic planning, contract execution, and business development.
Coordinate and review complete procurement packages for Major System Acquisitions, including SOWs, Market Research, and IGCEs.
Coordinate high-level activities across Acquisition, Contracts, Software Asset Management, Engineering, and Finance to enable rapid, compliant acquisition of enterprise solutions.
Support governance groups in formulating sound long-range acquisition strategies and spending plans.
Identify contractual issues at portfolio level, analyze impact, and advise senior leadership on courses of action.
Plan contractor support strategy for IV&V and system security with threat-informed assessment.
