Job summary

Skagit County in Mount Vernon, WA is seeking a Stormwater Permit Manager to plan and implement stormwater programs and ensure NPDES Phase II compliance. You will lead a team, develop long-term plans, coordinate with GIS, and manage budgets and reporting.

The role requires a Bachelor degree in a related field and several years of experience in environmental programs, with supervisory responsibilities. This is a full-time position in the Public Works Natural Resource Division.

Qualifications

• Bachelor's degree in water resources or related field plus 3 years in environmental programs or stormwater management.
• 2 years supervisory experience preferred.

Responsibilities

• Ensure compliance with NPDES Phase II Municipal Stormwater Permit and related requirements.
• Develop and lead stormwater programs and long-term work plans (e.g., Stormwater Management Program).
• Assist in writing/updating Stormwater Management Plans and local codes.
• Identify and prioritize stormwater retrofit projects and assist in budget planning.
• Supervise the county's stormwater program and coordinate with GIS for asset data management.
