Job summary

Hopewell is seeking a Stormwater Management Coordinator to support the City's MS4, ESC, SWM programs and TMDL action plan. The role includes coordinating compliance, inspections, data updates, and reporting.

The ideal candidate has a BS in environmental fields and at least 3 years' experience in stormwater management, with knowledge of MS4/TMDL, and proficiency in GIS and MS Office. This public-service position involves community education and regulatory oversight.

Qualifications

• Bachelor's degree in environmental science, environmental planning, environmental management, or related field, with a minimum of three (3) years experience in MS4, TMDL, erosion and sediment control, stormwater management, inspections, enforcement, and education and/or outreach programs or any equivalent combination of training and education.

Responsibilities

• Coordinate and implement MS4, ESC, SWM programs and Chesapeake Bay TMDL Action Plan.
• Provide regulatory guidance to contractors.
• Respond to and analyze erosion, sediment, and stormwater issues and assist in developing corrective actions.
• Perform site inspections on commercial and residential projects to ensure compliance with local, state, and federal laws and regulations related to erosion and sediment control and stormwater management.
• Enforce erosion and sediment control and stormwater regulations and ordinances.
• Develop and maintain organized records to document and track compliance with all MS4 requirements.
• Coordinate and complete all required reports and plans for the MS4 Annual Report and the Chesapeake Bay TMDL Action Plan and any other regulatory reports required.
• Provide educational material related to MS4 for the City's social media pages, website, and newsletters.
• Researches and prepares educational presentations; makes presentations at public and private meetings.
• Reviews and recommends revisions to various MS4 program policies, procedures, and guidance.
• Provides information and responds to inquiries from the general public regarding land disturbances and stormwater runoff
• Provides technical advice on gaining site compliance.
• Inspects potential illegal discharges.
• Receives and reviews performance bonds for accuracy; receives long-term maintenance contracts; releases bonds at the close of projects.
• Processes applications for land disturbance permits.
• Conducts pre-construction meetings with developers, contractors, and builders.
• Performs related work as assigned.
• Updates and assists with Public works GIS inventory, including road and stormwater infrastructure assets.
• Inspects Stormwater Management Facilities (BMPs) and coordinates with field crews to address maintenance needs.
• Updates stormwater utility fee data and assists the Program Manager with data management and submittals.

Description

The Stormwater Management Coordinator is an intermediate skilled technical position responsible for aiding in the implementation and coordination of all aspects of the City’s Municipal Separate Storm Sewer System (MS4) Program, Erosion and Sediment Control Program (ESC), Stormwater Management Program (SWM), Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan, and updating the City’s stormwater Geographic Information System (GIS) data, including storm sewer infrastructure, outfalls, BMPs/stormwater management facilities, drainage systems, inspection locations, land-disturbing activities, and other MS4-related assets.

Examples of Duties

Typical Qualifications

Minimum Education and Experience:

• Bachelor's degree in environmental science, environmental planning, environemtnal managemetnt, or related field, with a minimum of three (3) years experience in MS4, TMDL, erosion and sediment control, stormwater management, inspections, enforcement, and education and/or outreach programs or any equivalent combination of training and education.

Licenses And/or Certifications

• Erosion and Sediment Control Inspector and Stormwater Inspector certifications upon hire.
• Program Administrator Certification for Erosion and Sediment Control and Stormwater within the first 12 months.
• Valid driver's license in the Commonwealth of Virginia.

Knowledge, Skills & Abilities

• Knowledge of state and federal permit requirements related to the implementation of Virginia Erosion and Stormwater Management Program (VESMP)/Municipal Separate Storm Sewer System (MS4) permit is required;
• Thorough technical knowledge of local, state, and federal environmental laws, regulations, and ordinances as well as best management practices;
• Knowledge in erosion control and stormwater principles and practices;
• Familiarity with watershed management, wetlands, flood plains, and other environmental laws and issues relevant to land development;
• Knowledge of stormwater and erosion and sediment control inspection and enforcement methods.
• Proficiency in Microsoft Office Suite, specifically in Microsoft Word, Outlook, PowerPoint, ArcGIS, and Excel.
• Proficiency in stormwater and erosion sediment control inspection and enforcement methods
• Experience in implementing environmental programs in support of regulatory permit compliance and/or other initiatives.
• Experience with compliance inspections of commercial and residential projects.
• Ability to provide technical guidance and assist in environmental education and outreach efforts;
• Ability to communicate ideas effectively, orally, and in writing;
• Ability to problem solve complicated issues and make recommendations related to stormwater and erosion and sediment control;
• Ability to develop accurate reports for regulatory agencies;
• Ability to conduct record retention practices;
• Ability to establish and maintain effective working relationships with employees, contractors, and the general public.

Supplemental Information

Work Environment

• Generally, light office and fieldwork requiring negligible exertion of force to move objects of up to 20 pounds. Work involves standing, walking, and driving. Fieldwork will require the ability to walk rough terrain associated with site construction operations. Work may be performed in adverse weather conditions.
