Job summary

BOCC Bay County Board of County Commissioners seeks a seasoned civil engineer to lead the Stormwater Capital Improvement Program. You will design and supervise projects, develop schedules and budgets, and oversee construction plans and cost estimates.

This role requires a PE license in Florida within six months and a strong background in hydrology, hydraulics, GIS, and project management. On-site work location in Panama City, Florida, with a focus on public works infrastructure.

Qualifications

• Bachelor's degree in civil engineering from an accredited college or university.
• Ten years of progressive civil engineering experience with emphasis in project design.
• Comparable training/experience may substitute for minimum quals, except PE licensure.
• Possess PE license in Florida within six months of hire.

Responsibilities

• Develops, manages and implements the Design of the County Stormwater CIP.
• Supervises the Engineering Technician III.
• Serves as Engineering Division Manager when assigned or absent.
• Develops annual CIP program requirements and budget.
• Creates the annual design schedule for the Stormwater CIP.
• Leads staff in designing road, drainage, dredging, bridges and other projects.
• Prepares construction plans, specs and cost estimates.
• Uses GIS and computer tools for design work.
• Acts as design engineer on various assignments.
• Reviews plans and analyses for compliance with standards.
• Applies advanced engineering principles to complex problems.
• Attends conferences and meetings as directed.
