Job summary

TYLin is seeking a highly experienced Water Engineer/Technical Advisor to support the City of Richmond's Water Resources Office with senior-level guidance on stormwater permitting, site plan review, and regulatory compliance. You will help review complex development projects and implement innovative green infrastructure and LID solutions.

The role demands strong oversight in hydraulic/hydrologic modeling, regulatory interpretation, and quality assurance, mentoring junior staff while coordinating

Qualifications

• PE license required (Virginia preferred).
• 5–10 years of stormwater design experience.
• Extensive experience reviewing complex land development and infrastructure projects.
• Strong technical writing, communication, and mentoring skills.

Responsibilities

This person will serve as a subject matter expert, assisting City staff in the review of complex development projects, interpretation of regulatory requirements, and implementation of innovative and sustainable stormwater management solutions.Responsibilities & QualificationsStormwater & Water Resources EngineeringExtensive experience in stormwater management, hydraulic and hydrologic (H&H) analysis, and municipal drainage systems.Design and review of stormwater conveyance, detention, water quality treatment facilities, Green Infrastructure (GI), and Low Impact Development (LID).Knowledge of watershed management, climate resiliency, and sustainable water resources planning.Regulatory & Permitting ExpertiseThorough knowledge of Virginia Stormwater Management and Erosion & Sediment Control Regulations and their Stormwater Management Handbook.Experience with the City of Richmond Stormwater Management requirements and Design Manual.Working knowledge of Chesapeake Bay Preservation Act requirements, including Resource Protection Areas (RPA) and Resource Management Areas (RMA).Familiarity with MS4 permit compliance, Combined Sewer System (CSS) considerations, and municipal stormwater compliance programs.Floodplain & Environmental EngineeringExperience with FEMA floodplain regulations, floodplain modeling, LOMRs, CLOMRs, and No-Rise analyses.Knowledge of watershed analysis, stream and wetland permitting, restoration practices, and environmental compliance.Hydraulic & Hydrologic ModelingProficiency with industry-standard modeling software, including:EPA SWMMHEC-RASHEC-HMSHydroCADTR-55 MethodologyBentley OpenFlows StormCAD (optional)Engineering & GIS SoftwareExperience with:AutoCAD Civil 3DMicroStationBentley OpenRoads DesignerAutodesk InfraWorksBluebeam RevuArcGIS Pro, ArcGIS Desktop, ArcGIS Online, and ESRI Spatial AnalystProfessional QualificationsProfessional Engineer (PE) license required (Virginia registration strongly preferred).5-10 years of stormwater design experienceExtensive experience reviewing complex land development and infrastructure projects.Strong technical writing, communication, and mentoring skills.Ability to provide technical leadership, regulatory interpretation, and quality assurance for permit and site plan reviews.Preferred ExperienceSupporting Virginia local governments with stormwater permitting and development review.Evaluating innovative stormwater management technologies and resilient infrastructure solutions.Advising multidisciplinary teams on complex engineering and regulatory issues.Developing technical guidance, design standards, and process improvements that enhance consistency, regulatory compliance, and customer service.Additional Information#LI-HybridTYLin offers a comprehensive total rewards package.
